Synopsis

The first part of a major research project by Policy Exchange into vouchers and school choice. This part of the project examines case studies from abroad, drawing out common characteristics of school choice and the use of voucher schemes involving both public and private providers.

The study concludes that those who argue that universal school choice is incompatible with high quality state education are wrong.
