By Asheem Singh & Roger Gough.

In the first publication of its kind, Policy Exchange examines the strength of left-wing and right-wing ideas in the world’s industrialised countries. The Global Political Monitor 2007 concludes that we are living in an age dominated by centre-right governments but detects some interesting straws in the wind which might suggest a centre-left resurgence.

The publication looks at the electoral situation in the 30 OECD countries, 10 of which conducted parliamentary elections in 2007.

Choice? What Choice? Supply and Demand in English Education

By Eleanor Sturdy & Sam Freedman.

Choice? What Choice? finds that parents often do not have meaningful options about where to send their children to be educated. Eleanor Sturdy and Sam Freedman, Head of Policy Exchange's Education Unit also found increasing disenchantment with the academies programme amongst sponsors and clear evidence that local authorities are continuing to ignore the demands of parents in their determination to keep control of school provision.

In more than one-fifth of local authorities (LAs), more than 20% of parents fail to get a place at their first-choice school and 8.3% of admission decisions for secondary school places are appealed. In 17 authorities, more than 15% of secondary admission decisions are appealed.

Cities Limited

By Tim Leunig & James Swaffield

Edited by Dr. Oliver Marc Hartwich.

British towns and cities in receipt of substantial urban policy funding designed to bring them up to the economic standard nationally are, in fact, declining when judged by a whole range of indices. That is the worrying conclusion of Cities Limited, a report by Policy Exchange, the UK’s leading centre-right think tank, which calls into question the value of the plethora of urban regeneration schemes delivered by a myriad of different agencies. Spending on the 14 core urban regeneration schemes in the last decade totals £30bn of public money.

"They persuasively argue that recent urban policy has had no real impact" - Professor Paul Cheshire, London School of Economics "very convincing" -  Professor Iain McLean, Professor of Politics, Oxford University "this pamphlet is one that regenerators might want to read - if only to fuel their worst nightmares" - Sir Peter Hall,  Bartlett Professor of Planning and Regeneration, University College London "We totally reject these claims" - John Healey MP, Minister of State, Department for Communities and Local Government.

Measure for measure: Using outcome measures to raise standards in the NHS

By Richard Hamblin & Janan Ganesh.

Edited by Gavin Lockhart.

The notion that more sophisticated patient outcome data would act as an incredible spur to performance in the NHS has been validated by new research conducted on behalf of the UK’s leading centre-right think tank, Policy Exchange.

Policy Exchange’s Public Services Research Director, Gavin Lockhart, explained the premise behind the research: “There remains a real lack of understanding about the clinical effectiveness of treatments. We felt that it was time to measure whether patients got better after treatment.

Measure for measure presents a vision of the potential future landscape of healthcare information which would provide accountability, promote increased patient trust, and improve performance.
