Experts want anti-social behaviour order system overhauled
The News of the World reports on the findings of A State of Disorder
"The Policy Exchange think-tank study revealed Asbos cost £2.4 billion MORE than the government admits because they didn't count weekends when most incidents happen.
It says there are more than 24.5 million cases of anti-social behaviour a year - 11 million more than a Home Office report said."
