"They have too, as Professor Saunders set out in his bold and brilliant Policy Exchange paper, No Rights Without Responsibilities, to reinstate links between contributions and benefits receipts, set tougher welfare to work conditions and enforce sanctions.  Otherwise work will never be made to pay.

"A survey the Policy Exchange report was based on found surprising support for a contribution-based welfare system. Fifty one per cent of people polled (compared to 44 per cent against) thought that ‘state benefits should only be provided to those in need, and who have previously paid national insurance and taxes’."
