"Popular opinion is that such dependency must change. A poll for the Policy Exchange think tank has found that nearly 80% of people support the idea that those who have been on benefits for more than a year should do community work in return for their money.

"Neil O’Brien, the director of Policy Exchange, says Britain could learn from other countries: in some American states, people have to work for their benefits, either after a period of time or immediately."
