"Yet the radical change in the complexity and size of the care population has not been matched by changes in the fostering service, the report, produced by the right-of-centre think-tank Policy Exchange, said.
"There is a shortage of more than 8,000 foster carers, which results in children being placed out of their area, away from school and friends, or with a carer lacking expertise in their particular needs."
