The Independent Review of Higher Education Funding is at last underway but no one is quite sure what vice-chancellors and politicians really think about fees. Policy Exchange will bring the debate out of the shadows. To mark the launch of our new report on the future of fees for undergraduate students, we would like to invite you to share in a debate about the big issues.
